Minutes of the meeting of Perton Parish Council held at
Perton Civic Centre on Monday 18th March 2020, 10.00am

252/19 ADDITIONAL DELEGATED POWERS
• Financial Regulation 4.5 – Resolved to approve that the clerk be given an authorised expenditure increase to £5,000 in cases of extreme risk.

It was Resolved to suspend financial regulation 6.3 to allow payment of invoices by electronic means. A weekly list of payments will be emailed to councillors for inspection and comments. Payments will be made after 3 working days unless any objections are received.

Both revised regulations will remain in force until a Finance Committee or a Full Council meeting can be arranged, whichever is first.

• Civic Centre Management:
Resolved to give the Clerk authority to action any necessary measures in conjunction with at least one of the following; Chairman, Vice-Chairman and Chairman of Management Committee.
Resolved to allow clerk to act in response to Central Government Policy without the need of additional authorisation.

All Parish Council and Committee meetings will be cancelled for April. The Government in conjunction with NALC are considering new legislation to allow Parish Council meetings to be held virtually and extend statutory timescales.

All hirers that have not already cancelled to be cancelled and the Civic Centre will only be open from 9.00am – 5.00pm from Monday 23rd March 2020 until further notice, in accordance with the government guidance. A schedule of maintenance will be carried out by the caretakers during this time. The decision to close the centre completely will be made if and when necessary and in accordance with Government guidance.

Crime and Disorder Implications
Section 17 of the Crime and Disorder Act 1998, places a duty on a local authority to consider crime and disorder implications and to exercise its various functions with due regard to the likely effect of the exercise of those functions and to do all that is it reasonably can to prevent crime and disorder in its area.
Where relevant any decisions noted herein have taken this duty of care into consideration.
