A25/19 – APOLOGIES FOR ABSENCE

A26/19 – DECLARATION OF DISCLOSABLE PECUNIARY AND OTHER INTERESTS

A27/19 – MINUTES OF MEETING
Resolved that the minutes of the allotment meeting held on 28th August 2019 having previously been distributed, were signed by the Chairman as a true and correct record.
A28/19 – SEVERN HOMES – SITE UPDATE
Kerry Bolister, Severn Homes, explained that Reserve Matters will be submitted before Christmas, but this does not deal with timescales. As part of the application a range of work will be required.
The first stage will be to construct the road, permission to use the golf club drive to create the allotments has been given.
The timescale depends on how long the planning application takes, hopefully it will take 13 weeks which could mean a summer 2020 start.
The parish council could choose when the work starts. The following options had been discussed at the last allotment meeting;
Option 1 – to progress the allotment work as defined in the S106 document in advance of the road and other infrastructure being installed on the main development site. The advantage is that subject to discussion with the District Council, this could progress more quickly. The disadvantage is that as works being carried out by themselves, they would inevitably be more expensive than works as part of a bigger contract – so the Parish might get ‘less’. It is estimated that subject to caveats, the work would be complete by end April 2020.
Option 2 – to wait for the allotment work to be carried out at the same time as the road, drainage and other infrastructure is installed. Whilst this would be more cost efficient, it would take longer and I estimate that the allotment work would be complete by end December 2020.
Severn Homes may also be able to help with the skatepark. Could the £60k s106 leisure fund be paid earlier?
Clarification of how the land will be handed over will be sought.
The design of the land – parish council may be able to use the Severn Homes ‘in house’ design team.
A29/19 – DRAFT TENANCY AGREEMENTS WITH AMENDMENTS
A review of the tenancy agreements was completed with proposed amendments.
